Section 15 in The Punjab Industrial Establishments (National and Festival Holidays and Casual and Sick Leave) Act, 1965

15. Power to make rules.

(1)The Government may, by notification and after previous publication, make rules for the purpose of carrying out the provisions of this Act.
(2)In particular, and without prejudice to the foregoing power, such rules may provide for -
(a)the manner in which, and the conditions on which, national and other holidays shall be allowed to the workers under section 3;
(b)the number of days for which, the manner in which, and the conditions on which, casual and sick leave shall be allowed to workers under section 4;
(c)the form and manner in which an account of festival holidays, casual leave and sick leave of workers shall be maintained by employers under section 6.
(3)In making a rule under this Act, the Government may provide that a contravention thereof shall be punishable with fine which may extend to fifty rupees.
(4)Every rule made under this section shall be laid as soon as may be after it is made before [-] [See Adaptation of Laws Order, 1970.] the State Legislature while it is in session for a total period of ten days which may be comprised in one session or in two successive sessions, and if, before the expiry of the session in which it is so laid or the session immediately following, [the Legislature] [See Adaptation of Laws Order, 1970.] agree in making any modification in the rule or [the Legislature] [See Adaptation of Laws Order, 1970.] agree that the rule should not be made, the rule shall thereafter have effect only in such modified form or be of no effect, as the case may be; so however that, any such modification or annulment shall be without prejudice to the validity of anything previously done under that rule.The Schedule(See Section 3(1)(b)]
