Section 71(1) in Tamil Nadu Co-operative Societies Rules, 1988
(1)Every society shall purchase commodities intended for sale directly from a society producing such commodities and where no society produces such commodities, from a producer himself:Provided that where such commodities are not available for purchase from producers' societies or producers, such commodities may be purchased from open market subject to such conditions and restrictions as may be specified by the Registrar by general or special order.
