Section 24 in The Punjab State Warehousing Corporation Staff (Conditions of Service) Group C and Group D (Service) Regulations, 2002

24. Repeal and savings.

(1)The Punjab State Warehousing Corporation Staff Regulations, 1960 framed with Cooperation Notification No. 13161-Co-op-VI- 60/7007, dated 29th November, 1960 are hereby repealed.
(2)Notwithstanding the repeal of the regulations referred to in sub- regulation (1) anything done or any action taken (including any appointment) under the repealed regulations shall be deemed to have been done or taken under these regulations.Appendix 'A'[See Regulations 1(3), 3 and 7]

          Provided that preference should be given to a candidatepossessing two years experience in the line  
            Provided that if no suitable person is available forappointment by promotion from amongst the aforesaid category ofpersons, then an Electrician working under the control of theChief Engineer and who possess a National Trade Certificate ofElectrician of a recognized institution and has obtained acertificate of competency issued under Rule 45 of the IndianElectricity Rules, 1956, and who has an experience of workingas such for a minimum period of five years, shall be consideredfor promotion;  
            5% from amongst the Draftsmen and Tracers working under thecontrol of the Chief Engineer who possess the qualificationsspecified in sub-clause (a);  
            10% from amongst the Electricians working under the controlof the Chief Engineer who are Matriculates and who have obtaineda certificate of competency issued under Rule 45 of the IndianElectricity Rules, 1956 and who have an experience of workingas such for a minimum period of 10 years and have also passedthe qualifying examination specified in Rule 9  
4. Sectional Officer (Horticulture) Managing Director 100% - Should have passed a degree of B.Sc. in Agriculture withspecialization in Horticulture and landscaping from a recognizedUniversity or institution with atleast two years experience in aState Government or State Body - -
5. Senior Assistant Managing Director - 100% - From amongst the Accounts Clerks who have a experience ofworking as such for a minimum period of five years.  
6. Senior Assistant (Accounts) Managing Director - 100% Should be M.Com. with 1st division from a recognizedUniversity of institution with atleast three years accountingexperience in a public sector undertaking or a limited company : From amongst the Accounts Clerks who have an experience ofworking as such for a minimum period of five years and areB.Com. from a recognized University or institution : Ratio of 50:50 for Direct and Promotion quota revised as 100%by promotion. Proviso has been added to the existing criteriafor promotion.
          Provided that preference would be given to a candidate havingsufficient knowledge of computer operations, data entry andretrieval of information Provided in case of non-availability of the candidates forpromotion with requisite qualification/experience, the post(s)may be filled up by direct recruitment,  
7. Accountants Managing Director 33% 67% Should be M.Com. with 1st Division from a recognizedUniversity or institution with atleast five years experience inpublic sector undertaking or a limited company : From amongst the Sr. Assts. (Accounts) who have an experienceof working as such for a minimum period of two years Experience for direct has been increased from two to fiveyears and in case of promotion exp. decreased from five to twoyears.
          Provided that preference shall be given to a candidate havingknowledge of computer operations, data entry and retrieval ofinformation.    
8. Statistical Assistant Managing Director 100% - Should be M.A. in Maths or Statistics or Economics from aRecognized University or Institution. - -
9. Godown Assistant Managing Director 50% 50% Graduate in Agriculture or Science or Arts or Commerce. From amongst the Accounts Clerks who have an experience ofworking as such for a minimum period of five years. Existing ratio of 75:25 for direct and promotion has beenrevised to 50:50
10. Technical Assistant Managing Director 80% 20% Graduate in Agriculture or Chemistry or Bio-Chemistry orBotany or Zoology. From amongst the cadre of Accounts Clerks with qualificationas fixed in the case of direct recruits on the basis ofseniority-cum-merit basis : -
            Provided that if no suitable official is available, then theposts shall be filled in by direct appointments.  
11. Senior Scale Stenographer Managing Director - 100% - From amongst the Jr. Scale Stenographers, who have workingexperience of atleast three years. -
12. Head Draftsman/Draftsman Managing Director 50% 50% Should be Matriculate and should pass Diploma in CivilDraftsmanship with atleast four years experience a draftsman in department of PWD (B&R) of the State Govt. From amongst the Tracers who have an experience of working assuch for a minimum period of three years.
13. Programmer Managing Director 100% - Should be B.Sc. with diploma or Degree in ComputerApplication from a Recognized University or Institution withatleast two years experience in a reputed firm or organization : - -
          Provided that preference would be given to a candidate havingknowledge of high level computer language and commercial system.    
14. Welfare Officer Managing Director 100% - Should be Graduate with Degree or Post Graduate Diploma inIndustrial Relations and Personnel Management from a RecognizedUniversity or Institution. -  
15. Jr. Computer Programmer Managing Director 100% - Graduate with Degree or Diploma in Computer Applicationhaving knowledge of high level language and commercial system. -  
16. Jr. Scale Stenographer Managing Director - 100% - From amongst the Steno Typists who have an experience ofworking as such from a minimum period of three years and qualifya test in English/Punjabi language shorthand at the speed of100/40 words per minute. -
17. Drivers Managing Director 100% - Should be middle pass and should pass a driving licence andalso should have an experience in driving for a minimum periodof two years - -
18. Public Relation Officer Managing Director 100% - Graduate with Degree or Post Graduate Diploma in Journalismfrom any of the Recognized University or Institution in India. - -
19. PBX Operator Managing Director 100% - Should be Graduate of a Recognized University having atleasttwo years experience in the State Government or reputed businessorganization. - -
20. Tracer Managing Director 100% - Should be a diploma holder in Civil Draftsmanship from aRecognized University or Institution. - -
21. Accounts Clerk Managing Director 80% 20% Should be 10+2 or Graduate from a Recognized University orInstitution. Matric (with Punjabi) with minimum 5 years of experience assuch and with a condition of qualifying the test in PunjabiTypewriting which should be equal to the one prescribed by theSubordinate Services Selection Board for such posts and itshould be made essential to pass the test before the Class IVemployee is considered eligible for promotion -

Steno Typist Managing Director 75% 25% Should be Matriculate with 2nd Division of a RecognizedUniversity or Institution and qualifying a shorthand test inEnglish/Punjabi language at the speed of 80 w.p.m. andtranscribes the same at the speed of 40 w.p.m. From amongst the Accounts Clerks who qualify a test in Shorthand in Punjabi/English languageat the speed of 80 w.p.m. and transcribes the same at the speedof 40 w.p.m.

          Provided that in case of appointment on compassionategrounds, the candidate having 5th Class shall be eligible forappointment to the post of Helper. - -

# The Accounts Clerk due for promotion will give three preferential options for promotion to the post of Sr. Assistant or Godown Assistants or Technical Assistants. The options so given, will be considered in order of preference seniority-wise keeping in view availability of post in the promotion cadres and suitability of an employee for a particular post which will adjusted by the Managing Director.Appendix 'C'(See Regulation 17)
