Section 80(1) in The Central Motor Vehicles Rules, 1989
(1)Where a motor vehicle registered in accordance with rule 76 is transferred by way of sale or otherwise, the transferor shall, within fourteen days, report the fact of the transfer along with the full name and address of the person to whom the vehicle is transferred to the registering authority within whose jurisdiction the transfer is effected and shall simultaneously send copies of the said report to:(a)the transferee;(b)the competent authority;(c)the Collector of Customs of the port of importation of the vehicle and where it is not possible to locate the port of importation, to the Collector of Central Excise and Customs nearest to the headquarters of the transferee; and(d)the original registering authority in whose records the registration of the vehicle is recorded, if the transfer is effected in the jurisdiction of another registering authority,and shall also surrender the number plate in respect of the vehicle to the registering authority in whose records the registration of the vehicle is recorded, when the transfer is to a person other than a diplomatic officer or a consular officer.
