Section 2(i) in Orissa Stipendiary Engineers (Appointment and Conditions of Service) Instructions, 1991
(i)Authority who appoints a Stipendiary Engineers or such other authority as may be notified from time to time by Government, and includes, Director, Pachayatraj Department, Director of Municipal Administration, Chief Engineers of Works, H & UD Irrigation, Energy, Rural Development, Chairman, O.S.E.B. and respective Public Sector Undertakings.
