Section 31(1) in The Port Of New Mangalore Rules, 1976
(1)Masters or owners of vessels or stevedores loading or unloading, ashes, ballast, bricks cinders, coal dusting rubbish, singles, stones, tiles or any other looser matter shall use for such loading or unloading, a canvas cloth or wooden chute, to the satisfaction of the Conservator.
