Section 19(b) in The Rajasthan Agricultural Produce Markets (Market Committee Employees) Service Rules, 1975
(b)Unless in exceptional circumstances of the case the competent authority if otherwise determines, an employee shall be deemed to have resigned and shall cease to be the employee of Market Committee, if he-(i)does not resume duty after remaining on leave for a continuous period of one year;
