(2)Requests for preparing lunch, dinner, etc., shall not ordinarily be complied with before the arrival of the visitor except in case of-(a)State Guests, and(b)entitled functionaries of the State Government specified in Clause (a) to Clause (g) of Rule 5 specifically requesting for such preparation at least twelve hours in advance.
