Section 36(1) in The Uttar Banga Krishi Viswavidyalaya Act, 2000
(1)An officer in the rank of Registrar, Dean, or Director of the University in the scale of Professor or above, shall be appointed by the Executive Council on the recommendation of a Standing Committee consisting of-(a)the Vice-Chancellor as the Chairman;(b)two nominees of the Chancellor having special experience in academic administration;(c)two Vice-Chancellors of other Universities to be nominated by the Executive Council.
