Section 11(2) in The Orissa Subordinate Statistics and Economics Service Rules, 1994
(2)The Orissa Civil Service (Zone of Consideration for Promotion) Rules, 1988 and the Orissa Reservation of Vacancies in Posts and Services (for Scheduled Castes and Scheduled Tribes) Act, 1975 and the Rules framed thereunder shall be followed while considering the case of eligible officers for promotion.
