38. Budget.
(1)The Bureau shall prepare budget estimates for the next year and the revised estimates for the current year and shall forward it to the Central Government by 15th October each year or by such date as may be decided by the Central Government.(2)The estimates under sub-rule (1) shall be prepared separately on revenue and capital accounts.(3)The estimates shall contain the following, namely:-(a)budget estimates for the current year;(b)revised estimates for the current year; and(c)budget estimates for the next year :Provided that where the expenditure is of an emergent and essential character but provision for the same has not been made in the budget, it shall be incurred only after the approval by the Executive Committee.
