Section 18(2) in The Major Port of Tuticorin (Harbour Craft) Rules, 1976
(2)No tindal or of any licensced harbor craft shall permit any animal to be loaded in it, unless the harbor craft has been provided with sand ballast or straw sufficient to form a flat floor and unless such other requirements as may be imposed by the Deputy Conservator in respect of the harbor crafts, have been complied with.
