Section 53(3) in The Static and Mobile Pressure Vessels (Unfired) Rules, 2016
(3)If the Chief Controller or Controller authorized by him, after scrutiny of the plan showing the proposed alteration and after making such enquiries as he deems fit, is satisfied that the proposed alteration may be carried out, he shall return to the licensee one copy of the plan signed by him and conveying his sanction subject to such condition or conditions as he may specify.
