Section 13(3) in The Rajasthan Weights and Measures (Enforcement) Rules, 1959

(3)The Inspector shall stamp every weight, measure and weighing and measuring instrument with a stamp of uniform design issued by the Superintendent, indicating the area or district in which it has been stamped or the Inspector by whom it is stamped or both:Provided that:-
(a)no weight, measure, weighing or measuring instrument shall be stamped, which is not, in the opinion of the Inspector, sufficiently strong to withstand the wear and tear or ordinary use in trade; and
(b)no weighing or measuring instrument manufactured after the coming into force of these rules other than Class A beam scales shall be stamped unless provided by the manufacturer with a plug or stud of soft metal on which to place the Inspector's stamp, such plug or stud being made irremovable by undercutting or in some other suitable manner.
