Section 13(3)(a) in The Rajasthan Weights and Measures (Enforcement) Rules, 1959

(a)no weight, measure, weighing or measuring instrument shall be stamped, which is not, in the opinion of the Inspector, sufficiently strong to withstand the wear and tear or ordinary use in trade; and
