Section 51 in Himachal Pradesh Para-Veterinary Council Act, 2010
51. Cognizance of offence.
(1)No court shall take cognizance of an offence punishable under this Act except upon a complaint, in writing, made by the Registrar or any other officer authorized by the Council in this behalf, by a general or special order.(2)No court inferior to that of a Magistrate of the First Class shall try any offence punishable under this Act.
