Section 51(1) in Himachal Pradesh Para-Veterinary Council Act, 2010
(1)No court shall take cognizance of an offence punishable under this Act except upon a complaint, in writing, made by the Registrar or any other officer authorized by the Council in this behalf, by a general or special order.
