Section 21(1) in Central Electricity Regulatory Commission (Grant of Connectivity, Long-term Access and Medium-term Open Access in inter-State Transmission and related matters) Regulations, 2009
(1)On being satisfied that the requirements specified under clause (2) of regulation 9 are met, the nodal agency shall giant medium-term open access for the period stated in the application:Provided that for reasons to be stated in writing, the nodal agency may grant medium-term open access for a period less than that sought for by the applicant;
