Section 36(4) in The Uttar Banga Krishi Viswavidyalaya Act, 2000
(4)If the majority members of the Executive Council do not accept the recommendation of the Standing Committee, it shall refer the recommendation back to the Standing Committee with reasons for reconsideration, and if the majority members of the Executive Council do not accept the reconsidered views of the Standing Committee, the matter shall be referred to the Chancellor with reasons and the decision of the Chancellor thereon shall be final.
