Section 274(1) in The Naval Ceremonial, Conditions Of Service And Miscellaneous Regulations, 1964
(1)Except with the prior concurrence of the Captain Naval Barracks to the contrary, the discharge of all sailors on the expiration of their engagements shall be effected through the Naval Barracks at Bombay.
