Section 67(4) in Himachal Pradesh Municipal Election Rules, 2015
(4)At any time before a ballot paper is delivered to a voter, the Presiding Officer or a Polling Officer may of his own accord, if he has reason to doubt the identity of the voter or his right to vote at the polling station or be so required by a candidate or his polling agent, put to the voter the following question, namely :-(a)Are you the person enrolled as follows (reading the whole entry relating to the voter from the electoral roll)"(b)Have you already voted at the present election"(c)Such other questions as he may deem fit or necessary and the voter shall not be supplied with a ballot paper unless he answers the first question in the affirmative and the second question in the negative or he refuses to answer any other question put to him in pursuance of this rule.
