Section 1 in The Orissa Services (Medical Attendance) Rules, 1947

(1)These rules may be called the Orissa Service (Medical Attendance) Rules.(2)They shall apply to Government servants and the members of their families as hereinafter defined under the rule - making control of the Government of Orissa, whether they are on duty, temporary or permanent or on leave or on foreign service.(Health Department Memo No. 19772 (19) - H., dated 22.11. 1962)
