(4)A district council or any person exercising or performing any power or function by or under the provisions of this Act or any other low may delegate it or his powers or functions in writing to any person or authority, subject to such rules and also to such restrictions, limitations and conditions as may be prescribed, and subject to control and revision by the Government.
