Section 31(5) in Rajasthan Transparency in Public Procurement Rules, 2013
(5)The procurement of subject matter shall be done by the procuring entity from amongst the empanelled bidders upto the limit of delegation of financial powers by sending to all of them, request for proposals with financial bid.
