17. Directions by the Government.
(1)In the discharge of its functions under this Act, the State Council shall be guided by such directions on questions of policy relating to State purposes or in case of any emergency as may be given to it by the Government.(2)If any dispute arises between the Government and the State Council as to whether a question is or is not a question of policy relating to State purposes or whether an emergency has arisen, the decision of the Government thereon shall be final.
