4. Establishment of new college and recognition of institution by University.
(1)On and from the appointed day, no new college or institution imparting instruction in veterinary and animal sciences, fishery sciences, dairy technology or allied sciences shall be established except as a college affiliated to the University.(2)No institution affiliated to, or associated with, or maintained by, any other university, whether within or outside the State of West Bengal, shall be recognized by the University for any purpose except with the prior approval of the State Government and the University concerned.
