Section 9(11) in The Water (Prevention And Control Of Pollution) Rules, 1975
(11)(i)The Member-Secretary shall sanction the annual increments of Class I and Class II officers of the Central Board:Provided that the increments of Class I and Class II officers shall be withheld only with the approval of the Chairman.(ii)The annual increments of other employees of the Central Board not referred to in clause (i) shall be sanctioned by officers authorised in this behalf by the Member-Secretary.
