Section 149(c) in Bihar Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Rules, 2005
(c)where there is likelihood of flooding or water rushing into a tunnel during a tunnelling work, arrangements are made for immediate starting of water pumps to take out water of such flooding or water rushing and for giving alert signal to the building workers and other persons to keep them away from danger.
