Section 13(1)(c) in The Orissa Civil Services (Commutation of Pension) Rules, 1992

(c)transmit the application with necessary details to the pension sanctioning authority in Part II-A who shall take immediate action to complete Part-III of Form 1 or Form 1-A, as the case may be and forward the same to the Accounts Officer after detaining one copy for his record.
