Section 17(a) in Paradip Port Harbour Craft Rules 1967
(a)No licensed harbour craft shall ply in the outer roads-(i)between the hours of 6 P.M. and 6. A.M. without the previous permission of the Deputy Conservator.(ii)when a storm warning signal indicating bad weather or high seas is displayed from the port flagstaff.
