Section 23(3) in The Mizoram Autonomous District Council (Constitution and Conduct of Business of the District Councils) Rules, 1974
(3)If the District Council fails to elect the Chief Executive Member within the time specified under sub-rule (2), the Administrator shall appoint any member of the Council to be the Chief Executive Member and other members of the Council as member of the executive committee. The Executive Committee so constituted shall function until it is replaced by an Executive Committee constituted in accordance with the provision of Rule 21.
