Section 14(a) in The Orissa Service of Engineers' Rules, 1941

(a)The [Government] [Substituted vide Orissa Gazette Extraordinary No. 1901/8.12.1974.] may require the Commission to report the names of the best candidates belonging to any particular class or community irrespective of the number of candidates fixed under Rule 13.
