Section 3(a) in The Professional Examination of Power Engineers for Thermal Generation Regulations, 1988
(a)an Engineer who entered service prior to the date of coming into force of these regulations and has not passed the examination conducted by the Government of Orissa on or before that date shall be required to pass the examination within 4 years of the date of coming into force of these regulations;
