The Professional Examination of Power Engineers for Thermal Generation Regulations, 1988Published vide Notification Orissa Gazette Extraordinary No. 1839/31.12.1988-Notification No. 24023-AW-GE-2-2/87/5.10.1988No. 24023-AW-GE-II-2/87. - In exercise of powers conferred by Section 79 (c) of the Electricity (Supply) Act, 1948 and in pursuance of Regulation 37 of the O.S.E.B. Service (of Power Engineers for Thermal Generation) Regulations, 1948, the O.S.E.B. makes following regulations namely :

1.

(a)These regulations shall be called "the Professional Examination of Power Engineers for Thermal Generation Regulations, 1988".
(b)They shall come into force with effect from the date, the Regulations are published in the Orissa Gazette.

2.

In these regulations unless there is anything repugnant to the subject or context-
(a)"Committee" means the Committee constituted under Regulation 9;
(b)"Engineer" means an Engineer in Electrical of Mechanical or Telecommunication specially borne in the O.S.E.B. Power Engineers for Thermal Generation Service;
(c)"Examination" means professional Examination;
(d)"Schedule" means the Schedule appended to these regulations.

An Engineer shall pass the professional examination within 4 years of the date of appointment -Provided that -
(a)an Engineer who entered service prior to the date of coming into force of these regulations and has not passed the examination conducted by the Government of Orissa on or before that date shall be required to pass the examination within 4 years of the date of coming into force of these regulations;
(b)an Engineer who has passed the examination conducted by the Government of Orissa shall be deemed to have passed the examination under these regulations;
(c)the Chairman O.S.E.B. may, for reason to be recorded in writing, exempt an Engineer from passing the examination fully or in part if he is satisfied that the Engineer has acquired sufficient knowledge and practical experience.

(i)Subject to provisions of Regulation 7, an Engineer who does not pass the examination within the period laid down in Regulation 3 shall not be eligible to draw any annual increment that may fall due.
(ii)The provisions of Sub-regulation (i) shall ordinarily cease to operate when an Engineer passes the examination.
(iii)An Engineer on passing the examination shall be placed in the same position with regard to future increments as if he had passed the examination in ordinary course :
Provided that an Engineer shall not be entitled to any arrear pay in respect of the increment withheld for not passing the examination.

5.

An Engineer whose services have been borrowed by the O.S.E.B. from Government at Orissa shall not be required to pass the examination without consent of his appointing authority.

6.

An Engineer who has once passed the examination shall not be required to pass it again on re-appointment after break of service or on reemployment after retirement.

7.

An Engineer shall not be eligible for promotion before he passes the examination :Provided that if an Engineer has not passed the examination but was considered fit to be promoted, he shall be required to pass the examination within one year of the date of his promotion failing which he shall be liable to be reverted :Provided further that if an Engineer is unable to pass the examination within the specified period due to the exigency of public service or illness, or other circumstances beyond his control the Chairman, O.S.E.B. may, notwithstanding anything contained in Regulations 3 and 4, grant an extension of time for such period as he may consider necessary in which event the Engineer may be entitled to draw his usual annual increments, if he passes the examination within the extended period granted.

8.

(1)The examination shall ordinarily be held in months of June and December each year.
(2)The examination shall be both written and viva voce. The viva voce test shall be common to the Electrical/Mechanical/Telecommunication Engineers. The written examination shall consist of subjects set forth in the Schedule.
(3)The examination shall be such as to test-
(a)the knowledge of the Engineer regarding the works where he has been employed, as to-
(i)details of equipment, operation and maintenance thereof;
(ii)the method and cost of engineering construction;
(iii)the dealing with contractors and management of labour, and
(iv)ability to design and estimate, and
(b)the Engineer's acquittance with official rules contained in publications mentioned in the Schedule and his knowledge of the accounts of a Sub-division or of a Division, as the case may be.

9.

(1)The examination shall be conducted by a Committee to be constituted each Calendar year by the Member (Generation), O.S.E.B. and shall consist of-
(a) General Superintendent, Talcher Thermal Power Station President
(b) One General Manager Member
(c) One Dy. General Manager/ Superintending Engineer (El.) Member
(d) One Superintending Engineer (Telecommunication) Member
(e) Secretary, O.S.E.S. Member
(2)The President shall submit the report of the Committee with his observations and recommendations to the Member (Generation), O.S.E.B. who shall decide as to which Engineer shall be deemed to pass the test and shall publish their names-
(a)In the case of first appointment, an Engineer shall be employed in such a manner as to afford him to gain experience to pass the examination. He shall undergo training at least for 8 working days in a Stores Subdivision and at least 7 working days in any field Subdivision. While in training, besides maintenance of Cash Account of a Subdivision, he shall personally check Measurement Books, prepare bills, Contractor Ledger and other Sub-divisional registers, etc. Thereafter he sell spend a period of 15 days in Accounts Cell where with the assistance of an Accountant he shall compile the accounts of at least one month besides maintenance of other connecting records in Accounts Cell.
(b)No Engineer shall be permitted to appear for the examination until he has undergone the training prescribed in Sub-regulation (a) aforesaid and in addition, has been satisfactorily reported to by the Manager and the Deputy General Manager under whom he is serving with regard to his physical energy and efficiency in practical work and his capacity to manage his subordinates.
Note. - A special report on the above points shall be submitted to the General Superintendent, Talcher Thermal Power Station when an Engineer applies for permission to appear in the examination.

10.

Whenever the Chairman, O.S.E.B. is satisfied that the operation of any of the regulations causes undue hardship in any particular case, he may dispense with or relax the equipment of that regulation to such extent and subject to such conditions as he may consider necessary for dealing with the case in a just and equitable manner.

11.

If any question arises relating to the interpretation of these regulations the decision of the Chairman, O.S.E.B. thereon shall be final.

Section-2 (For Electrical Engineers only) ... 30 marksThe question shall relate to-
(a)Design and maintenance of turbo-generators, Heat cycle equipments, E.S.P. etc.
(b)Design and maintenance of Transformer, Motors H.T. and L.T. Switchgear.
(c)Design and maintenance of protection and control system.
(d)Design and maintenance of the Coal handling system.
Section-3 (For Mechanical Engineers only) ... 30 marksThe questions shall relate to-
(a)Design and maintenance of Boiler pressure parts.
(b)Design and maintenance of Boiler Auxiliaries like Mill, Fans, Ash handling system.
(c)Design and maintenance of general auxiliary like, Pumps, Compressors, Fuel oil handling system, vehicle and Heavy machinery workshop etc.
(d)Design and maintenance of coal handling system.
Section-4 (For Telecommunication Engineers only) ... 30 marksThe questions shall relate to-
(a)Design and maintenance of Telecommunication system, including paging system.
(b)Design and maintenance of Electronic equipments like protection relays, control equipment, AVR. computers, etc.
Note. - An Engineer shall answer question in Section 1 and any other Section of his choice.Viva Voce (Common to Electrical/Mechanical/Telecommunication Engineers)
(a)Management of work personnel, Safety, dealing with contractors
(b)Maintenance management, including scheduling, inventory, costing 8

(a)Orissa PWD Code (Chapters II, III, IV, V).
(b)Orissa Service Code (Chapters II, VI excepting Rules 170-172 and 196-197, Chapter VII Appendices 5 and 10).

(d)Commercial Accounting Procedure of the O.S.E.B. including stores accounting and procurement.
