Facts :-

Heard today dated 05.03.2013. Appellant not present. The Public Authority is represented by Ms. Sunita Sharma, Deputy Secretary.

2. It is noticed that in the RTI application dated 5.9.2012, the appellant has made a long- winded plea for recognition by the Government of Electropathy/Electrohomeopathy disciplines. In this context, he had sought to know the details of debates that took place on according Government recognition to these two disciplines during the period 1980 to 2012. As the RTI application was addressed to the CPIO of the Lok Sabha Secretariat, the Under Secretary of the Lok Sabha Secretariat, through letter dated 27.9.2012, had apprised the appellant of the Lok Sabha debates that took place in the matter.

3. Interestingly, the appellant did not file first appeal before the Appellate Authority of Lok Sabha Secretariat and, instead, filed the appeal before the Appellate Authority of Department of Ayush. The Department of Ayush transferred the said appeal to the Department of Health Research whereupon the Appellate Authority of the latter passed appellate order dated 27.12.2012.

4. In my opinion, the appellant was not right in filing first appeal before the Appellate Authority of the Department of Ayush. He should have filed the first appeal before the Appellate Authority of Lok Sabha Secretariat.

5. Coming to the merits of the matter, it appears to me that the CPIO of the Lok Sabha Secretariat has provided to the appellant adequate information regarding the debates that took place on the question of according recognition to Electropathy and Electrohomeopathy disciplines. Hence, the matter merits closure.
