Section 4(4) in Manonmaniam Sundaranar University Act, 1990
(4)to hold examinations and to confer degrees, titles, diplomas and other academic distinctions on persons who:(a)shall have pursued an approved course of study in a University college or laboratory or in an affiliated or approved colleges, unless exempted there from in the manner prescribed by the statutes and shall have passed the prescribed examinations of the University; or(b)shall have carried on research under conditions prescribed;
