Chapter I
Preliminary
1. short title, extent application and commencement.
2. Definitions.
- In this Act, unless the context otherwise requires.Chapter II
The University
3. The University.
4. Objects and powers of University.
- The University shall have the following objects and powers, and namely5. Colleges not be affiliated to any other University, and recognition of institutions by University.

8. Officers of University.
- The University shall consist of the following officers namely:-9. The Chancello.
10. The Pro-Chancellor.
11. The Vice- Chancellor.
12. power's and duties of vice-Chancellors.
13. The Registrar.
14. The Finance Officer.
15. The Controller of Examinations.
16. Authorities of Universities.
- The authorities of the University shall be the Senate the Syndicate, the Standing Committee on Academic Affairs the Faculties, the Boards of Studies, the Finance Committee the Planning Board and such other authorities as may be declared by the statutes to be authorities of the University.17. The Planning Board.
18. General Act XLV of 1860.
- The Vice-Chancellor, the Registrar, the Finance Officer, the Controller of Examinations and other employees of the University shall be deemed, when acting or purporting to act in pursuance of any of the provisions of this Act, to be public servants within the meaning of section 21 of the Indian Penal Code.Chapter III
The Senate and The Standing Committee On Academic Affairs.
Powers and Duties19. The Senate.
(a)The Senate shall consist of the following members, namely:-Class I - Ex - officio Members.20. senate to review the board policies and programmes of university.

Chapter IV
The Syndicate
23. The Syndicate.
(a)The Chancellor shall, as soon as may be after the first Vice Chancellor is appointed under section 54, constitute the Syndicate.(b)The Syndicate shall, in addition to the Vice-Chancellor, consist of the following members, namely:-Class I - Ex-officio Members.24. Powers of Syndicate.
(a)The Syndicate shall have the following powers namely;-25. Meeting of the Syndicate.
26. Annual Report.
- The annual report of the University shall be prepared by the Syndicate and shall be submitted to the Senate on or before (sic) as may be prescribed by the statues and shall be considered by the Senate at its next annual meeting The Senate may pass resolutions thereon and communicate the same to the Syndicate which shall take action in accordance therewith. The Syndicate shall inform the Senate of the action taken by it. A copy of the report with a copy of the resolutions thereon, if any, of the Senate shall be submitted to the Government for information.27. Annual Accounts.
Chapter V
The Faculties, The Boards of Studies, The Finance Committee and Other Authorities
28. Constitution and Functions of Faculties.
29. The Boards of Studies.
- There shall be Boards of Studies attached to each department of teaching. The constitution and powers of the Boards of Studies shall be such as may be prescribed by the ordinances.30. Constitution of other Authorities.
- The constitution and powers of such other bodies as may be declared by the statutes to be authorities of the University shall be such as may be prescribed.31. The Finance Committee.
Chapter VI
Statutes, Ordinances and Regulations
32. Statutes.
- Subject to the provisions of this Act, the statutes may provide for all or any of the following matters, namely:-33. Statutes, how made.

Chapter VII
Admission and Residence of Students
37. Admission to University courses.
38. Admission to University Examinations.
- No candidate shall be admitted to any University examination unless he is enrolled as a member of a University college or laboratory or of a affiliated or approved college and has satisfied the requirements as to the attendance required under the regulations for the same or unless he is exempted from such requirements of enrolment or attendance or both by an order of the Syndicate passed on the recommendation of the Standing Committee on Academic Affairs made under this section shall be subject to such conditions as the Syndicate may think fit.39. Attendance qualifying for University Examinations.
- No attendance at instruction given in any college or institution, other than that conducted, affiliated or approved by the University, shall qualify admission to any examination of the University.40. Residences and Hostels.
- Every student of the University other than a non-collegiate study shall be required to reside in a hostel or under such other conditions as may prescribed.Chapter VIII
University Funds
41. General Fund.
- The University shall have a General Fund to which shall be credited:Chapter IX

42. Pension and gratuity, etc.
43. Conditions of service.
- Subject to the provisions of this Act, the appointment, procedure for selection, pay and allowances and other conditions of service of Officers, teachers and other persons employed in the University shall be such as may be prescribed.Explanation. - For the purposes of this section, the word "officers" shall not include the Chancellor and the pro-Chancellor.44. Selection Committee.

| (iii) | Three persons not in the service of theUniversity, nominated by the Syndicate, from out of a panel ofnames recommended by the Standing Committee on Academic Affairsfor their special knowledge of, or interest in, the subject withwhich the Professor, Assistant Professor or Reader will beconcerned. | |
| Lecturer | (i) | The Head of the Department concerned; |
| (ii) | One Professor to be nominated by theVice-Chancellor; | |
| (iii) | Two persons not in the service of the 40University nominated by the Syndicate, from out of a panel ofnames recommended by the Standing Committee on Academic Affairsfor their Special knowledge of, or interest in, the subject withwhich the Lecturer will be concerned. | |
| Librarian | (i) | Two persons not in the service of theUniversity, who have special knowledge of the subject of LibraryScience of Library Administration, to be nominated by theSyndicate. |
| (ii) | One person, not in the service of theUniversity, nominated by the Syndicate. |
