(2)In particular and without prejudice to the generality of the foregoing power such rules may provide for -(a)the manner of publication of notifications issued under this Act,(b)the form and manner of service of notices and the procedure to be followed for considering objections under section 7, and(c)the appellate authority to whom appeals under section 8 shall lie, the fees, if any, payable on petition of appeal and the procedure to be followed by the appellate authority.
