Section 6(iii) in The Bureau of Indian Standards (Recruitment to Administration, Finance and Other Posts) Regulations, 2007
(iii)Promotion to a Non-selection post shall be on the basis of seniority subject to rejection of unfit as determined from the record of service including Confidential Reports, by the appropriate Selection Committee.
