Section 24(4) in Bihar State Disaster Management Authority (Functions and Management) Rules, 2012
(4)The review so preferred by any person shall state all the circumstances, pleadings and grounds for review and submit it to the Secretary who shall cause it to be put up before the Authority in its meeting and shall present the matter before the Authority. If the Authority so permits, the person seeking review may himself present his matter.
