Section 31(1) in The Bihar Primary and Middle Education Rules, 1961
(1)No book shall be purchased for use in schools or distributed among schools unless.-(a)it is in the list of text-books published by the Director for the year in which it is proposed to be purchased or distributed, or(b)it is in the list of books approved by the Director for use as prize books or library books; or(c)its purchase or distribution has received the previous approval of the Commissioner or the Director.
