Section 30(2) in Assam Notified Urban Areas (Other than Guwahati) Building Rules, 2014
(2)If the sanctioning Authority finds at any time any violation of the building rules or misrepresentation of fact, or construction at variance with the sanction or building rules, inclusive of the prescribed documents, the Authority shall be entitled to revoke the sanction and take appropriate action against such professional and such professional shall not be authorized to submit fresh plans till finalization of the case. Before debarring or blacklisting such professional if found to be indulging in professional misconduct or where she / he has misrepresented any material fact the Authority shall give him a show cause notice with a personal hearing and shall pass a speaking order to debar her / him for submission and supervision of the construction with full justification for the same. An appeal against this speaking order shall lie with the Authority with whom she / he is registered.
