Section 115F(1) in The Goa Panchayat Raj Act, 1994
(1)Every person whose name is in the list of voters relating to a ward of Panchayat shall, subject to the other provisions of the Act, be entitled to vote at any election which takes place in that Panchayat territorial Constituency.
