Section 14(b) in The Orissa Service of Engineers' Rules, 1941
(b)In submitting a report in accordance with Clause (i) of this rule, the Commission shall state in the case of each candidate, who has not been selected by them under Rule 13-(i)whether the candidate is in their opinion fit for appointment to the service ; and(ii)to what extent he is inferior to the candidates selected under Rule 13.
