Section 24 in The Orissa Municipal Corporation Rules, 2004
24. Levels of Assessment.
(1)There shall ordinarily be three levels of assessment, i.e. reporting authority, countersigning authority and accepting authority.(2)The reporting authority shall be the officer who is in immediate supervision and control of the employee. He shall initiate the Confidential Character Roll in case of Corporation employees and the deputationists in the rank below Group-'B'. The Commissioner shall be the countersigning authority and the Mayor shall be the accepting authority.(3)In case of all officers in the rank of Group-'B' and above the Municipal Commissioner shall be the initiating authority, Mayor shall be the countersigning authority and the Minister in charge shall be the accepting authority.
