Section 24(2) in The Orissa Municipal Corporation Rules, 2004
(2)The reporting authority shall be the officer who is in immediate supervision and control of the employee. He shall initiate the Confidential Character Roll in case of Corporation employees and the deputationists in the rank below Group-'B'. The Commissioner shall be the countersigning authority and the Mayor shall be the accepting authority.
