Section 76(1) in The Indian Port Health Rules, 1955
(1)The Health Officer shall, when so requested, issue free of charge to the master, or any representative of the owner or agent, of a vessel a certificate specifying the measures applied to the vessel, the parts thereof treated, the methods employed and reasons why measures have been applied.
