Section 28(3) in The Punjab Town Improvement Trust Rules, 1939
(3)Entries for the work done and the expenditure incurred shall be made from the bills as they ae passed for payment. When a work is finished, a double red line shall be drawn below the entries and the following entries made :-"Work completed and completion report received on (date)".
