(3)The Presiding Officer shall open the sealed packet containing the marked copy of the voters' list in the presence of the candidates or their election agents or polling agents present and use the same for marking the names of the remaining voters to whom the ballot papers are issued at the adjourned poll, without recording therein the serial umber of ballot papers.
