Section 14(2) in Rajasthan Legislative Assembly Members (Travelling & Daily Allowances) Rules, 1964
(2)In the absence of the Secretary or when his occupied otherwise the Deputy Secretary or the Assistant Secretary of the Assembly shall perform this duty.
